The meeting was preceded by a courtesy meeting between the ACOLOP delegates and Her Excellency Nyeleti Mondlane - Minister of Youth and Sports.<br \/>\nThe Opening Ceremony, which began at 09:30 in the Amphitheatre of the Mozambique Olympic Committee, was attended by Her Excellency Nyeleti Mondlane - Minister of Youth and Sports, Mr Gustavo Dias Vaz da Concei\u00e7\u00e3o, President of ACOLOP, members of the Diplomatic Corps of the Lusophone countries, members of the Advisory Council of the Ministry of Youth and Sports, members of the ACOLOP Board of Directors, members of the ACOLOP Board of Directors and members of the ACOLOP Board of Directors. Gustavo Dias Vaz da Concei\u00e7\u00e3o, President of ACOLOP, members of ACOLOP, representatives of the Diplomatic Corps of Lusophone countries, members of the Consultative Council of the Ministry of Youth and Sports, members of the Executive of the Mozambique Olympic Committee, National Federations, COM partners, guests and the media.<br \/>\nThe working session itself began at 10.30am and was attended by Mr Gustavo Dias Vaz da Concei\u00e7\u00e3o - President of the Association of Portuguese-speaking Olympic Committees (ACOLOP), the President and Secretary General of the Mozambican Olympic Committee, Eng. Anibal Manave and Mr Penalva Cezar, respectively; Ms Filomena Fortes, President of the Cape Verdean Olympic Committee and Vice-President of ACOLOP, Mr Bartolomeu Manuel Mendes Batista da Costa, Delegate of the S\u00e3o Tom\u00e9 and Pr\u00edncipe Olympic Committee; Mr Jos\u00e9 Manuel Constantes - President of the Cape Verdean Olympic Committee (ACOLOP). Jos\u00e9 Manuel Constantino - President of the Portuguese Olympic Committee; Mr M\u00e1rio Rosa Rodrigues de Almeida, Delegate of the Angolan Olympic Committee; Mr Marco Ant\u00f3nio de Mattos La Porta J\u00fanior, Vice President of the Brazilian Olympic Committee, Mr Jo\u00e3o Ant\u00f3nio da Silva Madeira da Fonseca, Delegate of the Macau Olympic Sports Committee; Mr S\u00e9rgio Man\u00e9 President of the Guinea-Bissau Olympic Committee and Mr Ranasingue, Delegate of the Sri Lankan Olympic Committee.<br \/>\nThe meeting had the following agenda items, according to the notice of meeting:<br \/>\nItem 1 - Appreciation and voting on ACOLOP's Activity Report for 2018;<br \/>\nItem 2 - Appreciation of and vote on the proposal for ACOLOP Regulations;<br \/>\nItem 3 - Appreciation of ACOLOP's strategic guidelines for 2019;<br \/>\nItem 4 - Appreciation of members' activity reports;<br \/>\nPoint 5 - Reflection on the future of the Lusophone Games;<br \/>\nItem 6 - Decision on the country that will host the ACOLOP GA in 2020.<br \/>\nBefore the first item on the agenda, the President of ACOLOP presented the items on the notice of meeting, unanimously approved by the members present, where item 3 was replaced by \"Proposal for the commemoration of ACOLOP's 15th anniversary\" with \"Appreciation of ACOLOP's Strategic Guidelines for 2019\".<br \/>\nThe first item on the agenda was the presentation of the report, at which time the President of ACOLOP emphasised that the report under analysis included the period from March to December 2018, which coincides with the first year of the current Board's mandate.<br \/>\nThe following relevant activities were shared:<br \/>\nThe Executive Committee held working meetings with a view to institutionalising and internally reorganising ACOLOP and Sports Diplomacy. In this area, it stressed that it has been establishing contacts with organisations that could bring added value and consistency to this organisation. ACOLOP's Executive Committee held a formal meeting in Algeria in July 2018 to take stock of the current state of ACOLOP's activities and to analyse the Lusophone Games;<br \/>\nACOLOP is currently based on the first floor of the Angolan Olympic Academy;<br \/>\nThe historical archives were recovered, as Macau granted the documentation now in its possession, which is now at its current headquarters in Luanda;<br \/>\nA meeting was held with the Brazilian Olympic Committee and ACOLOP was given the opportunity to take part in the training of staff in sports (managers, coaches, etc.) and to take part in competitions such as the school games. On the other hand, the Macau Olympic Sports Committee has made room for ACOLOP to take part in the (annual) Macau half marathon and marathon with two male and female athletes, including an official.<br \/>\nItem 2 - Appreciation of and vote on the proposal for ACOLOP Regulations;<br \/>\nIn the introduction to this point, the president of ACOLOP announced that the session of this GA would not approve the ACOLOP Regulations, but would serve to analyse some points in terms of content. It turned out that the regulation had some gaps, so the meeting would only serve to gather opinions on how to improve it and the statutes, so that the next ACOLOP GA would have a regulation in line with them.<br \/>\nThe following contributions came from those present:<br \/>\nThis issue had to be dealt with very rigorously, given its complexity, since talking about the statute means having a guideline for the implementation of ACOLOP's work, and it was important to move on to the statute first, then to the regulation. The operation of the regulations and the statutes was therefore explained separately, since the statutes cover issues in general and the regulations contain more detailed elements for interpreting the statutes.<br \/>\nThe president of ACOLOP pointed out that ACOLOP's statutes provide for the creation of regulations. He proposed the creation of a document that would make it possible to apply the statutes and that could ultimately serve as a regulation. It was agreed that the Executive Committee would lead the process, with input from the legal offices of the various National Olympic Committees.<br \/>\nWith regard to the content of the regulation, the president allowed 15 minutes for discussion, in order to obtain contributions from ACOLOP members. In this regard, there was a need to change some of the articles in the Draft Regulations, such as articles 3, 7, 14 and 21.<br \/>\nSubsequently, one of the members' ideas was to create a Statute and Regulations that provide for aspects of member discipline.<br \/>\nHe ended point 2 with the consensus that the work on the Statutes and Regulations continues and will be contributed to by the Legal Offices of the Olympic Committees.<br \/>\nItem 3 - Appreciation of ACOLOP's strategic guidelines for 2019.<br \/>\nThe Executive Committee has the following proposal:<br \/>\nInternal reorganisation - improving the regulatory framework, including the disciplinary regulations,<br \/>\nSports Diplomacy - maximising the opportunities that institutions offer ACOLOP,<br \/>\nBilateral and Multilateral Aid - the members must help and contribute to the preparation of athletes, internships, etc,)<br \/>\nACOLOP visibility - decorations and awards; each Olympic committee should appoint an ACOLOP goodwill ambassador in their country; institutionalise ACOLOP day on 8 June.<br \/>\nIt was also agreed that a second member of staff would be recruited at ACOLOP's headquarters to deal with marketing and related issues.<br \/>\nItem 4 - Appreciation of members' activity reports<br \/>\nOn this point, each of the countries taking part in the meeting revealed the sporting activities they practise. Some were highlighted, such as Macau, which reported that the government makes a huge financial effort to support sporting activities. Unlike Macao, the Mozambican government does not provide financial support, but in order to cope with this scenario the Mozambican Olympic Committee seeks private partnerships to support the preparation and qualification of athletes.<br \/>\nGuinea Bissau has been making the most of the Olympic Solidarity programmes to prepare athletes. In addition to supporting athletes in their preparation and qualification, Sri Lanka also supports their studies.<br \/>\nPoint 5 - Reflection on the future of the Lusophone Games.<br \/>\nWith regard to this agenda item, there is ongoing reflection since the crisis has not helped. The idea is that until resources are identified, it could be decided to organise events by modality, in different countries, to allow members to take part and to keep ACOLOP's activities alive. Improve the marketing strategy to boost fundraising. Set a quota to mobilise resources or test individual disciplines. All members were invited to continue thinking about strategies so that the tradition of organising the Lusophone Games can continue.<br \/>\nOne of the ideas put forward by the members was to present a proposal to the CPLP Council of Ministers, in the event that the CPLP Games and the Lusophone Games could be unified, so that efforts could be pooled to organise the Games.<br \/>\nIt was therefore proposed that, on the basis of the reflections made, the Executive Committee would present a proposal to be sent to the CPLP Council of Ministers to work on the matter and send it on.<br \/>\nItem 6 - Decision on the country that will host the ACOLOP GA in 2020;<br \/>\nCape Verde applied to host the next General Assembly between 1 February and 31 March, a proposal that was unanimously approved.<br \/>\nAt around 3pm, the president of ACOLOP thanked the organising committee, the Mozambique Olympic Committee, for the conditions that had been created to welcome the members, and then thanked everyone for their efforts to take part in the GA.
