Founded by the National Olympic Committees of Angola, Brazil, Cape Verde, East Timor, Guinea-Bissau, Macau (People's Republic of China), Mozambique, Portugal, São Tomé and Príncipe and Equatorial Guinea. Later, India (the Goa Olympic Association) and Sri Lanka were admitted as associate members.
